The Expert in Delphi logo is nothing special. It is part of the Borland campaign "DELPHI STAND UP AND BE COUNTED"

Everyone is allowed to use it. Borland descripes it as follows:

These images would be most appropriate for individuals or firms that provide services related to Delphi. This might include for instance Consultants, VARs, Contractors, Trainers etc. Placement might be on a web site, brochure or even in the product (on the Splash screen, about box, help, etc).
